General Rules:
1. The league will be run on the OOTP6 version of the game with the 6.12 patch installed. You need the patch instaleed in order to use the league file.
2. Each sim will cover one weeks worth of games and be done 5 days a week. (Sun-Thu).
3. Expect sims to be done at 11pm east coast time on the specified days, they might be done earlier if i have the time and all of the roster moves requested have been put in.
4. Roster updates will be due by 5pm east coast time on the day of the sim. Anything given to me after that will be used for the next sim. When sending me lineups make sure you include the position you want the player to be put at.
5. You may not play a player at a position that they do not know. You may teach a player any position you wish (obvoius limitation being teaching an offensive player pitcher). However, to do this he must be sent down to the minors.
6. Coaches and scout will not be used. All scouts will be set to average.
Trades:
1. Trades are to be PM'd to me by both parties including links to the player that are to be traded.
2. Trades will be reviewed by a council to determine whether or not they are fair. The council members will not be able to vote on a trade that involves thier team.
3. The result of the trade will be Pm'd to the participating parties when a decision is reached.
4. Any FA signed during the designated FA period cannot be traded until after teh June 1st draft.
Luxury Tax and Salary Cap:
1. The salary cap will be set at $95 million.
2. The luxury tax will be set at $80 million. For every dollar a team spends over the tax cap a dollar will be taken from thier cash. This cash will then be distributed amongst the smaller market teams that are in need of extra financial support. Luxury tax will be determined by each teams salary on May 1st and the cash will be subtracted from those teams and added to the ones that need it at the end of the season.(not sure if i will do this due to some possible difficulties)
3. There will be a grace period on salary cap and luxury tax. Teams will have until the end of the year to get under the $95 million cap. I will be aiding in the process by adjusting existing contracts and restoring them to human levels. Owners will have until May of 2007 to get under the luxury tax level, at that point it will be $.50 per dollar over the tax cap. It will be changed to dollar for dollar over the tax level in May 2008.
3. There will be no max to the amount of cash a team can hold.
Free Agency and Extentions:
1. During the season FAs will be first come first serve unless 2 teams are bidding on the same player at the same time. If that is the case then the highest bidder gets the FA.
2. During the designated FA signing period FA offers are to be PM'd to me and then they will be entered into the game and the CPU will determine who gets who. The FA sim will be run 5 times for 6 days at a time.
3. FA offers are to be sent as such: Player X for Y years at Z dollars per year. (i.e. Barry Zito for 5 years at 7 million per year)
4. Generally the game will not allow contracts to be extended until after the draft. At that time if you wish to re-sign a player the send me a PM with an offer or if you wish you can first send me a PM to see what a player wants.
Franchising and Compensation:
1. At the end of the season you may choose one player from your roster to franchise. This player must be in the last year of his contract (meaning he would be a FA if you didn't franchise him). That player will then receieve a one year contract for a dollar amount that will be specified at the end of each season.
2. Any team may bid on a franchised player but must offer him the minimum bid as determined by me. If there is bidding on a franchised player, the team that wins him must give up corresponding compensation.
3. You may not go after another franchised player if you have already bid on one already.
A more specific version of the rules as well as the compensation scale can be found in the Franchised Player board.
Player Stuff:
1. At the beginning of every season you will have 20 points available to you. They can be spent the following ways:
a) 1 point = +1 rating point (max of 5 rating points per player per season)
b) 2 point = +1 talent boost (max of 5 talent points per player per season) You can only boost the talent of a player that has spent no more than 172 days on the 25 man roster.
These points must be used before May 1st and do not carry over to the next season. These points may not be spent on enduracne or groundball percentage for pitchers and cannot be used for speed, baserunning instinct or stealing for batters. Fielding is also out of ht equestion.
2. The rookie draft will be held on June 1st of the season and consist of 12 rounds. The first round will be conducted on this message board and the rest of the rounds will be drafted by the CPU. Owners that are not present will have to deal with whomever the CPU picks for you.
3. There will be a link provided for waived players. Anyone on that list can be claimed by any team. If multiple claims are put in then the team with the worst record that put in a claim will receive the player unless he gets revoked.
Relocation:
1. At the end of every 5 seasons (assuming the league is still active, which i hope it is) I will allow one franchise to move to another city. I will make a thread and all interested owners who post will be considered. I will have strict criteria to make sure that the appropriate team is picked. Team market size, fan interest, fan loyalty, team performance and cash available will be the main criteria.
2. I will post the 3 cities that the teams can choose to move to. When you post in the topic expressing interest in moving please choose the city to which you want to move.
3. After I determine the franchise that will be moving they will have to choose 3 nicknames for the team and then a topic will be posted in which all owners can vote on the new team's nickname.
